The memorandum of understanding between the United States and Iran is officially as dead as a diplomatic initiative can get. As USA Journal reported, President Trump formally notified Congress on July 10th under the War Powers Resolution that military operations against Iran have resumed, dating the restart back to July 7th. The reason? Iranian forces fired on and damaged multiple commercial vessels in the Strait of Hormuz. You know, the ceasefire they signed just weeks earlier. Really nailed the assignment there, Tehran.
Trump put it about as bluntly as a president can: "The MOU was only a test for Iran." They failed it. Not like a "you got a C minus, try harder next semester" kind of failure. More like a "we are now bombing five of your ports on consecutive nights" kind of failure.
The letter to Congress lays out objectives that read like a checklist for people who are done messing around: degrade Iranian military capabilities threatening American forces, protect the homeland, secure passage through the Strait of Hormuz, and defend allies and partners. No ground troops. No occupation. No nation building. Just sustained military pressure delivered by precision munitions over five hour mission windows.
Monday night marked the third straight night of American strikes hitting targets inside Iran, including Bushehr, Chah Bahar, Jask, Konarak, Abu Musa, and Bandar Abbas. Coastal defense systems, missile sites, drone facilities, and maritime capabilities all got the treatment. CENTCOM described its posture as "vigilant, lethal, and ready," which is the military equivalent of cracking your knuckles before round two.
More than 50,000 American service members are currently deployed across the Middle East. Trump said the U.S. will hit Iran "hard" and announced he would address the nation. The strikes, according to the notification, are "limited, measured, planned, and executed in a manner designed to minimize civilian casualties."
"I am providing this report as part of my efforts to keep the Congress fully informed, consistent with the War Powers Resolution (Public Law 93-148)," Trump wrote. "I appreciate the support of the Congress in these military actions."
The letter also included what might be the most concise foreign policy statement in recent memory: "United States Armed Forces remain postured to take further action, as necessary and appropriate, to ensure the Government of the Islamic Republic of Iran ceases being a threat to the United States and to our allies and partners."
For decades, the pattern with Iran was basically a rerun nobody asked for. Iran provokes, America writes a strongly worded letter, diplomats meet in Geneva, a deal gets signed, Iran violates it, and everyone pretends to be surprised. Administration after administration played the same losing game. Iran learned that if they just waited long enough, the pressure would evaporate like a puddle in July.
Then Iran made what future historians will probably describe as a "catastrophic miscalculation" by shooting at commercial shipping right after signing a ceasefire. That is genuinely impressive levels of self sabotage. Their nuclear program is reportedly in ruins. Air defenses are largely gone. And now their ports are getting nightly visits from American ordnance.
Iran wanted a test. The answer arrived over five ports on Monday night, and there is no indication the grading period is over.
