During the Biden administration, the Department of Housing and Urban Development (HUD) issued guidance in 2021 that allowed non-permanent residents, including DACA recipients and asylum seekers, to access government-backed Federal Housing Administration (FHA) mortgages.

This policy aimed to expand homeownership opportunities for individuals with legal, albeit temporary, status in the U.S.

Upon the start of the Trump administration in 2025, the new HUD Secretary, Scott Turner, reversed this guidance. Turner argued that U.S. taxpayer-funded programs should exclusively benefit American citizens and cited the potential long-term financial risks associated with the uncertain legal status of non-permanent residents.

Turner has since described the previous administration's policy as a "generational betrayal" of American citizens and is actively working with other departments to also remove illegal immigrants from public housing programs.
