NYC Mayor Stacks Rent Board, Gets Sued for Rigging It

New York City Mayor Zohran Mamdani campaigned on freezing rents, and boy did he deliver. He personally appointed six of seven members on the board that decides rent increases, and wouldn't you know it, that board voted 7-1 to freeze rents. Shocking outcome, truly nobody could have predicted it. A group of landlords has now filed a lawsuit to overturn the whole thing, as USA Journal reported, and they're calling the entire process exactly what it looks like: a complete sham.

The New York City Rent Guidelines Board is supposed to be an independent, data-driven body that reviews economic conditions before deciding whether rents go up, down, or stay put. According to the lawsuit, the board did absolutely none of that. Instead, they allegedly cherry-picked favorable data, low-balled operating costs, inflated landlord revenues, and rubber-stamped the result Mamdani needed before he'd even broken in his mayoral desk chair.

One board member actually resigned in protest before the vote, publicly declaring that her colleagues had already made up their minds without looking at a single data point. She said the board had completely stopped functioning as a fact-finding body. Her remaining colleagues, all hand-picked by the mayor, proceeded without her and delivered the exact result their boss ordered. Nothing suspicious here, folks.

Attorney Randy Mastro, who represents the landlord group, put it pretty bluntly: Mamdani promised voters a rent freeze during his campaign and then went to extraordinary lengths to guarantee that outcome. Mastro called it a perversion of the process. That's not some wild exaggeration. That's literally just a description of what happened.

The whole reason this board exists is that the city recognized long ago that politicians shouldn't be making rent decisions on their own. Remove the independence, stuff the board with your own people, and congratulations, you've turned a regulatory body into a Rube Goldberg machine for fulfilling campaign promises.

Now here's where the comedy gets dark. Rent freezes sound amazing to voters but have a track record that's, well, catastrophic. Swedish economist Assar Lindbeck, who is decidedly not some right-wing operative, said back in 1971 that rent control is the most efficient way to destroy a city outside of literally bombing it. The logic is pretty simple: when landlords cannot raise rents to cover increasing costs, they stop maintaining buildings, stop constructing new ones, and eventually abandon the market altogether. Supply drops, quality tanks, and the very tenants who were supposed to benefit end up in worse shape.

This isn't some partisan talking point either. Professional economists across the political spectrum have reached near-unanimous consensus that rent control polls great but performs terribly. These two facts have peacefully coexisted since the 1970s without budging each other one inch.

So Mamdani made his promise, engineered the outcome, and now faces a lawsuit. The courtroom will have its say, but the housing market will eventually deliver the final verdict, and it won't be pretty.
