Downtown LA stakeholder Hal Bastian put it bluntly when discussing the lack of accountability. "If you or I didn't have a metric of an improvement, we'd get fired," he said. "There it's just rewarded." He argued that the bureaucratic machine keeps shoveling cash toward programs that have completely failed to solve the problem.
Turner and Health and Human Services Secretary Robert F. Kennedy Jr. visited Los Angeles on Tuesday and took aim at what they called the "Homeless Industrial Complex." They argued that federal money should instead go toward treatment, recovery, and helping people become self sufficient.
