Republicans won themselves a nice little Senate majority after the 2024 elections, but apparently "nice little" doesn't cut it when you need 60 votes to do literally anything in that chamber. Majority Leader John Thune has been struggling to push through legislation that both Republican AND Democrat voters actually support, which really tells you everything you need to know about how Washington operates.
The bill in question is the SAVE America Act, which includes election security measures like requiring proof of citizenship and a government issued ID before you cast a ballot. As Conservative Brief reported, this has been on President Trump's to do list for an entire year, and with midterms creeping closer, the thing might finally cross the finish line. The catch? Vice President JD Vance might need to physically show up and break a tie to get it done.
Sen. John Hoeven of North Dakota went on Newsmax's "Saturday Agenda" to explain that GOP senators are literally working through the weekend to restructure the bill so it can sneak through via budget reconciliation. That's the magical procedural workaround that lets you pass something with just 51 votes instead of the usual 60. Why do they need this workaround? Because Senate Democrats previously blocked the bill through normal channels. Shocking, truly.
Hoeven laid it out pretty simply. They need either 51 senators on board or 50 plus Vance swooping in with his tiebreaker. "That is exactly what we're working on," he said, which is senatorial speak for "we're sweating bullets trying to make the math work."
Now here's where it gets really spicy. The Senate Parliamentarian, Elizabeth MacDonough, who has held her position since 2012 when Harry Reid appointed her, previously ruled that key parts of the SAVE Act didn't comply with reconciliation rules. That determination made President Trump so happy he called for her removal. When Hoeven was asked why she still has the job, he basically said Senate procedures govern that situation. Translation: nobody wants to be the one to fire the referee.
Instead of going after MacDonough, Republicans are taking a different approach. They're rewriting the bill through relevant Senate committees to make sure every provision plays nice with reconciliation rules. It's like trying to fit a square peg into a round hole by carefully sanding down the corners instead of just grabbing a bigger hammer.
If the Senate manages to approve this reworked version, the bill bounces back to the House for one more round of consideration. Hoeven described the process as the House sending the bill back so the Senate can pass it, which sounds straightforward until you remember that nothing in Congress is ever straightforward.
So to recap: a popular election security bill that voters on both sides apparently want has been stuck in procedural quicksand for a year, and the solution might require the Vice President of the United States to personally walk onto the Senate floor and cast a single vote.
