A Chinese Communist Party figure with intelligence and security ties just scooped up a property practically next door to the White House for $8.4 million.
Philip Qiu, known in Chinese as Qiu Feili, purchased the century-old Securities Building at 729 15th Street NW on July 21, 2026, through the Philip Qiu and Family Foundation. The property sits roughly 650 feet northeast of the White House grounds, as reported by investigators who uncovered the transaction in D.C. Recorder of Deeds filings.
So who exactly is Philip Qiu? Buckle in, because this resume reads like a spy thriller. He launched his career as a detective on Shanghai's Public Security Bureau Criminal Investigation Team, which operates under China's Ministry of Public Security. By 2011, while pursuing a master's degree at Shanghai Jiaotong University, he had completed special forces training. University records from that era describe him commanding a training exercise where he posted the top individual sniper score, using 42 rounds to take out a large portion of opposing forces.
Yes, you read that correctly. A trained sniper with CCP intelligence connections now owns a building you could practically hit with a baseball from the Oval Office lawn.
Qiu's connections run even deeper into Beijing's influence apparatus. He has held positions within the United Front Work Department system, a notorious CCP organ designed to extend Chinese Communist influence abroad. He served on the executive committee of Shanghai's branch of the All-China Federation of Returned Overseas Chinese. Since May 2021, he has chaired the Shanghai Overseas Chinese Foundation, the only charitable organization functioning inside Shanghai's United Front Work Department structure.
He also served as honorary chairman of Hong Kong's Immigration Department Staff Association, where he organized events introducing students to Shanghai SWAT teams. On top of that, he co-founded the Chinese American Museum in Washington, D.C. back in 2017.
The foundation that purchased this prime real estate maintains its headquarters at another historic property about half a mile north of the White House. That location houses several entities Qiu controls, including the museum.
In a translated 2021 statement from a Chinese government announcement, Qiu called the CCP "like a kind, but firm parent" that has "guided our people out of hardship" and is "steering us toward great national rejuvenation."
Former CIA operations officer Bryan Dean Wright sounded major alarms about the purchase. He told investigators that this property "allows access for big splashy intel ops as well as for more classic ops, like a listening post or Stingray-like systems to collect phone calls, text messages, and digital exhaust." Wright said such intelligence gathering would be perfect for "collecting targeting information to later bump or recruit targets out in the world, who otherwise work inside a key U.S. government building."
Wright went even further, warning that properties like this could support operations involving "hidden drone swarms or shipping container missiles." His chilling conclusion: "This kind of property is where the next 9/11 will come from. It's coming."
Qiu, a Shanghai native currently living in Hong Kong, ignored multiple requests for comment. The silence is deafening.
