Gangs are taking over apartment complexes - but if they charge less in rent, then I'm OK with it

The reports you're seeing on social media seem pretty accurate now. The cops are confirming that some gangs really are taking over apartment complexes and tormenting the people who live there and the people who run them. I just want to know - are the gangs charging less for rent, or more? You know, we're in tough times where rent is out of control, so if the gang charges me a few hundred less, then my landlord can go kick some rocks.
