Marco Rubio perfectly explains USAID and why it needs to be shut down and reformed. The way he's describing USAID now makes it seem like they're working under their own rule, when that's not supposed to be happening. Rubio says they're still trying to send money places even though President Donald Trump signed an executive order. Rubio suggests they're not cooperating and they're being insubordinate.
